2022-019 - Mid-Basin Phase III Program Management/Owner’s Advisor

The Guadalupe-Blanco River Authority (GBRA) is pursuing Professional Engineering Services and accepting Statements of Qualifications (SOQ) from consulting engineering firms with a strong record in performing large-scale Program Management/Owner’s Advisor services, covering raw water delivery, municipal and/or industrial wastewater treatment, and/or water treatment. The selected firm(s) will enter into an on-call services contract for a long-term program to assist GBRA with engineering services related to the development, management, and implementation of the Mid-Basin Project Phase III.

GBRA will require a Continuity of Key Personnel clause in the agreement executed with the selected firm/team that will ensure the proposed Key Personnel will be available to provide the required services. Key Personnel Roles are defined in Attachment B. Additionally, the lead Program Manager shall be dedicated to this program for a minimum of forty-eight (48) months post notice-to-proceed.
