RFP10212016 - Laboratory Information Management System

THE RIVER AUTHORITY will work through a review and assessment process of the responses to the RFP that includes a committee of technical and laboratory experts to assess LIMS products. The detailed requirements listed below represent all of the functionality THE RIVER AUTHORITY desires to acquire in a LIMS.  However, THE RIVER AUTHORITY is aware that a VENDOR may not be able to fulfill every item described in the Scope of Services.  THE RIVER AUTHORITY will determine the Vendor that can best meet the desired functionality. 
Vendors must provide responses to all of the information requested in this RFP.  The Vendor must provide cost estimates with supporting justification.  
Please provide responses for each sub-lettered/sub-numbered item in the table below. Write a response next to each item using the following codes:
Y = respondent can fulfill this item within a commercial off-the-shelf LIMS.
YT = can fulfill item incorporating third-party product into commercial off-the-shelf LIMS.  Please identify all third-party products and vendors.
N = cannot fulfill item
Definitions:
Sample:  a representative portion or portions of water, sediment, soil, or other matrices collected under similar regimes (grab or composite) and submitted to the laboratory in one or multiple containers.
Test:  environmental laboratory test or observation conducted by THE RIVER AUTHORITY REL.  Tests can be a single parameter such as pH, a group of parameters such as metals, or quality control measures such as matrix spike.  Tests are uniquely identified by the assignment of an ‘analysis code’.
